Air Development Squadron Four (VX-4) is the United States Navy's Operational Test and Evaluation Unit, based at Point Mugu, California, and flew the Phantom to conduct evaluations and investigations of aircraft weapon systems and support system equipment under operational environment conditions, and to develop tactics and doctrines for their use. To commemorate the Bicentennial Anniversary in 1976, the US Navy chose F-4J Phantom, 153088, to be repainted in November 1975 in this striking American flag scheme, in time for the celebrations the following year. The model faithfully depicts that special scheme, complete without serial number or designation painted on the aircraft.
