Tupolev Tu-154M, registered RA-85658, flew for Rossiya Airlines, the Russian state carrier historically associated with government and special-purpose flights, as part of the airline's fleet of Soviet-designed trijets supporting domestic Russian routes and VIP transport. Rossiya, based in St. Petersburg before its operations were absorbed into the Aeroflot Group, maintained a substantial Tu-154 fleet well into the 2000s, reflecting Russia's continued reliance on domestically produced aircraft even as Western-built Airbus and Boeing types gained ground among the country's commercial carriers throughout the post-Soviet economic transition.
