Since Soviet/Russian aircraft are assigned odd number designators (MiG-15, MiG-17, Mig-19) the MiG-28 is purely a fictional designator for F-5 aircraft used in the movie "Top Gun". The Soviet aircraft in the movie were 3 F-5Es and 1 F-5F supplied by the VFC-13 Saints and VFA-127 "Desert Bogeys" and painted with a temporary semi-gloss black scheme with pilot names printed in Cyrillic. The aircraft had the shark nose radome and leading edge extension modifications. These MiG-28 aircraft were never clearly identified as belonging to a specific country although a certain country came to the viewers mind. Interestingly, although the paint scheme was entirely fictitious, the Saints continued to operate the aircraft in these colors for a period of time after the movie shoot was completed.

Northrop F-5E Tiger II

Designed partly to meet a US Navy requirement for a low-cost, low-maintenance fighter to operate from Escort Carriers, the F-5 first flew on July 30, 1959. Development of the F-5 continued even after the Navy withdrew its Escort Carriers, and the aircraft eventually evolved into the light, supersonic "Freedom Fighter," serving US allies during the Cold War and as a supersonic trainer in the US. The second-generation F-5 ("Tiger II") also served US allies, but because it was small and maneuverable like a MiG it was also used by the US military as a training and "aggressor" aircraft, acting as the opposing force during military wargames.
